Topaz Software Authority to implement Pro-Filer™ Electronic Health Record as Best Practice model for Texas

Pro-Filer™ will provide Meaningful-Use Readiness, Health Information Exchange, an Enterprise Electronic Health Record, HIPAA Compliance using Innovative Technology.

 

Sarasota, Florida, May 21, 2010 – UNI/CARE Systems, Inc., a leading provider of technical solutions to the human services industry, and the developer of Pro-Filer™, is pleased to announce Topaz Software Authority, using the vision of the Authority's two Centers, Mental Health Mental Retardation Authority of Harris County and Mental Health Mental Retardation of Tarrant County, will implement the Pro-Filer™ Electronic Health Record as a Best Practice model for Texas.  The Topaz Software Authority is focusing on Change and Innovation to maximize the effective use of their scarce resources to deliver the level and array of quality services for which the community Mental Health Mental Retardation (MHMR) system is recognized. 

 

Pro-Filer™ will be implemented to meet the diverse business, clinical, and financial requirements of the Centers' multiple care domains including Mental Health, Intellectual and Developmental Disabilities, Addiction Services, Early Childhood Intervention, Forensic and Crisis Services. Currently in phase two of the project, the collective Project Topaz team of Center staff, UNI/CARE staff, and Idea Integration staff will implement Pro-Filer™ to meet the following functional objectives:

 

  • Meaningful-Use Ready EHR. Establish an electronic health record (EHR) for all consumers served by any of the Center's components, meeting "meaningful use" criteria for EHR use including e-prescribing to convert the Center's traditional paper prescribing for over 250,000 annual prescriptions.
  • Health Information Exchange. Send and receive electronic records via a Health Information Exchange (HIE) or to state departments, including DSHS, DADS, and DARS using currently identified standards such as the CCD (Clinical Care Document) and prepare for and encourage electronic transmissions to other state entities in the future.
  • Enterprise EHR. Have a single enterprise EHR for all program areas based on a client focused clinical record.
  • Innovative Technology.  Position the Centers to adapt and engage with clinical care opportunities in the health care environment over the next decade.
  • HIPAA Compliant.  Be fully compliant with HIPAA transaction requirements using approved data standards.

 

Additionally, the joint venture by the two Centers has been given the name Project Topaz. A project logo symbolizing the vision of the two Centers to create a state-of-the-art system brands the project.  The logo is the blue topaz state gem featuring a Texas star with the words Change, Innovation, and Quality as the project's bi-line for a continuous reminder of the project's vision.
